Initial Velocity(u) = 0     [Since the car is starts from the Rest].

Using the Formula,

 Acceleration = (v - u)/t
                  2 = ( v - 0)/3
                   v = 6 cm/s

Thus, the Final Velocity of the Car after 3 seconds is 6 cm/s.
