Since, from the question we know that the second particle was at rest when the other particle striked it. So we know that when there is collision then there is conservation of linear momentum.

So, initial momentum pi = final momentum pf, since initial linear momentum is zero so the final momentum pf =0 or m1v1+m2v2=0. So, we know that the masses are same so v1 = - v2 hence, the velocity will be opposite of the velocity of the other particle after collision.

Therefore, the velocity of the other particle will be - (3i - 2j ) m/s which will be (-3i + 2j ) m/s.
