Presence of the right institutions.
What determines societal and economic development is the presence of strong rule of law, enforceable contractual systems, effective dispute resolution mechanism combined with political stability.
I mean, if your nation has weak rule of law and is suffering from internal strife, a businessman is unlikely to invest in your country knowing full well that his factories may get blown up or he may be a victim of extortion without the government being able to do much about it.
All these factors determine economic development, which is then followed by social development. Being “socially developed” without being economically rich is untenable. So, it is a reasonable argument that factors that develop a nation’s economy also leads to its social development.
Presence of robust political and economic institutions is the reason why China is developing rapidly, and resource-poor Japan being rich, while resource rich African nations are poverty stricken to this day.
