Chemical equations are always balanced with respect to both mass and charge. On the LHS, I have 1 nitrogen atom, 4 hydrogen atoms, and 1 chlorine atom; on the RHS I have the same particles. So it is balanced with respect to mass, and balanced with respect to charge (LHS and RHS neutral!). Normally ammonia would react with hydrochloric acid to form ammonium chloride; here this reaction is reversed.
