There are some major qualities that all chordates possess, like, a notochord, hollow, dorsal nerve cord and pharyngeal gill clefts.
These specialities can be present for a while or for some specific stages of life in the organism. All of them are present in vertebrates.
But the vertebrates also contain additional qualities of a vertebral column and several other parts which are absent in chordates.
Thus, we can say that all vertebrates are chordates but not all chordates are vertebrates.
