I would not recommend it( unless u don't use high voltage), but you can, by making a small circuit and catching both free wires.... the circuit is something u may most probably find on Internet if u search it.

A BARE wire carrying current when comes in contact with our body can give us shock, this is because of the conduction of electricity through us which occurs through the body fluid and our self-ionized building particles of innervation that we possess inside our body.

Moreover, our body has 70 % of water as the body fluid which makes us a good conductor of electricity.
