Basic principles of embryonic development were pronounced by “Karl Ernst Von Baer”.

Explanation:

Law as put forth by “Karl Ernst Von Baer” states that “structures that are formed early in development is more widely distributed among groups of organisms than structures that arise later in development.” The law is called as Von Baer’s law as it was proponed by him.  

He explained that an organism can be generally identified through its initial stage of embryonic development. But genetical as well as biological information can be obtained after later stage of embryonic development.
