In the group while coming down from top to bottom,due to increase in size & involvement of d & f-orbitals,the outermost ns ² electrons are not shielded or have ineffective shielding by the d or f-orbitals.So,the s-orbital electrons remains paired & there inreases an inert pair effect,due to which the s-electrons are not used in bonding & +1 oxidation states become more stable while +3 oxidation states are not being stable.Hence,the first element Boron shows a +3 O.S in BCl3 & becomes stable while the last element of the group Thallium(TI)does not show a stable +3 oxidation state.So,BCl3 is stable while TICI3 is unstable.
