The human body is made up of trillions of cells. Cells of the nervous system, called nerve cells or neurons, are specialized to carry "messages" through an electrochemical process. The human brain has approximately 86 billion neurons.

yes neurons , (nerve cells) are present throughout. the whole body ,,,

except some places like :- nails , eyelids , hair ( on hair not the skin part attach to hair )
the reason given below why this is so :-

Fingernails and toenails are made of keratin - a protein made of dead cells, which is also the main protein found in hair. In fact, structurally nails are modified hair. Cutting your hair and fingernails doesn't hurt because they are dead - makes sense right.

A neuron is a nerve cell that is the basic building block of the nervous system.

Neurons are similar to other cells in the human body in a number of ways, but there is one key difference between neurons and other cells.

Neurons are specialized to transmit information throughout the body.

" [These highly specialized nerve cells are responsible for communicating information in both chemical and electrical forms.]"There are also several different types of neurons responsible for different tasks in the human body.

1) Evidence if we need a response with the help hand , legs and finger the information is collected by the neurones and transmit to brain and help us in response (or moving) according to instructions (as brain instruct to part ).

2) Nails and hairs as an external part have no neurones ( no pain if we cut the nail or hair ).

3) Eyes have special type of neurones which help in making virtual image (by brain ) . As we all know the image on retina form is real or inverted so it's necessary to convert it.

4) When somebody is in comma brain is not function properly due to some problem . A part who control respiration etc work only.
