why is the water level not rising when sugar or salt is added to it? in addition to that why does the water level rises when we add salt or sugar to the saturated solution??

when sugar or salt is added to water, sugar or salt occupies the space within the molecules of water, whereas in a saturated solution, the water level rises as there is no space left between the molecules of water.
