no they are not talking same as first beautiful means external beauty second means internal beauty I.e. person demeanor s beauty

In the First statement it is said about external beauty means sometimes when we see a person who is very beautiful we think that the person is very good but we don't know his/her interior thoughts....
In the second statement it is said about interior beauty means though the person is not so goodlooking from outside but he may be goodlooking from inside....
So we shouldn't examine a person from outside we should examine from inside....
