when tall plant (pure breed) TT, is crossed with dwarf plant of pure breed (tt) then the first filial generation will produced a hybrid of tall plants (Tt). all the plants will have the same genotype that is Tt. when this hybrid plant is again crossed within themselves then the second filial generation is created. the second generation that is F2 will create both hybrid and pure breed plants. the the hybrid being Tt like the first filial generation and the pure breeds bieng TT and tt.
this F2 generation will contain the ratio of tall plants and dwarf plants as 3:1
