For maximum polarization, small cation (Be) and large anion (Cl) is required. Polarization is directly proportional to the covalent character. Hence maximum polarization leads to maximum covalent character. Ionic character prevails only if polarization is to a minimum extent which is favoured by large cation (Ba) and compared to Ba, small anion (Cl).
