ANSWER

An infectious microbes is able to cause a disease only if immune system of infected person is not able to provide proper defence against it. When a person has a strong immune system or had been vaccinated against pathogen, then the intensity of pathogenic attack is low. Thus, the person will not get the disease despite being exposed to it infected person.
