Growth - it is quantitative measure i.e. now lets take GDP (gross domestic product) " It is the sum of the market value( it is the current price of good or services at which it can be traded (selling or buying) ) of all final goods and services produced in an economy during a period of time. What does it say in simple words it says about how much a producer produced annually
The above point says that because we consume more they produce it more so here there is an increase in consumption quantity, if gdp has increased so we say there is growth, but it does not say anything about quality of life.
Here comes DEVELOPMENT
Let's say a poor people income[wages in informal sector(where govt has no control over their profits ,taxes and expenditures )]increase from Rs 1000 to Rs 2000 so, there is growth in income but they may not have proper place to sleep , proper environment to stay they may be affected by diseases so basically their quality of life is not up to the standards so they seek development not mere growth or rather govt should teach or focus on their devlopment rather than growth. But in case of non-poor he wish to have growth to attain development in life. So people finally use income irrespective what living standards they are in to attain Development i.e. quality of life , not mere growth in income or other factors .
hence we are said to be developing(previously said as under-developed) country or developing economy not developed country.
