These lines are from the William Wordsworth poetry “I Wandered Lonely as a Cloud”.
Before these lines there is a line “A host, of golden Daffodils”.
The speaker sees the Daffodils which are beside the lake and underneath the trees.
Since wind is blowing the daffodils are fluttering and dancing on their stems.
