I'm a 2400 rated player. Pharah is, by far, the most oppressive hero at this range. I am thankful every game where I do not play against a Pharah. No other hero in the game causes more tilt at this range. A very good tracer or Genji can be OK, because the player being attacked isn't utterly helpless.

Pharahs ability to win games does not come from her ability to kill targets, it comes from her ability to abuse the fact that she requires a certain threshold of mechanical skill to kill her, so she can tilt teams sideways trying to deal with her. Genji and tracer do not do the same thing.
