Europium and Cerium both are f block elements .

The electronic configuration of :

Europium : [Xe]4f⁷

Cerium = [Xe]4f⁰

Mostly the oxidation states of lanthanides is +3 , but some elements with half filled and fully filled orbitals. Out of this europim and cerium is one of them as they  show +4 and +2.

Europium shows oxidation state : +2

Cerium shows oxidation state : +4

If we compare their oxidation capacity : Ce in its +4 , in aqueous solution is good oxidising agent as  the most stable state of cerium is +3. Thus, Ce4+ is good oxidising agent because  and transforms  to the most stable +3 oxidation state by gaining one electron.
