The answer is deceptively simple. When you breathe gently, with your mouth open wide, you are basically feeling the temperature of the air inside your lungs, which is close to body temperature. This is, in most cases, going to be warmer than the ambient temperature so it feels hot against your hand.

When you blow air out rapidly through pursed lips, what happens is that a lot of the surrounding air gets pulled in and mixed with your breath, bringing its temperature down to the ambient temperature. Thus you get a cooling effect, just as if you held your hand in front of a fan.

If you try the experiment in a particularly hot environment - such as a sauna or if you live somewhere it gets hot in the summer - you will find the cooling effect of blowing harder on your hand will be diminished or altogether nonexistent.
