The boiling point of hill stationis lower than in Delhi beacsuse of the change in atmospheric pressure and as the pressure will decrease the boling point will also decrease.
Ex- We put lid on the cookers to increase the boiling point so that the air pressure inside is increased and the food is cooked properly

Since the boiling point of water depends on the atmospheric at that particular place i.e. it lowers with lowering atmospheric pressure, shimla is a high altitude region and has low atmospheric pressure than in Delhi, thats the reason why the boiling point of water is more in Delhi than in Shimla.
