Its not 0°celcius, its 1° celcius

It depends on the pressure more than it depends of how hard the water is, but if pure water boils at 373 K at the pressure in question, then hard water should boil a little higher than that since you have “stuff” dissolved in it. Dissolving “stuff” in water raises its boiling point.
