Chondroblasts are some pre-maturely young cartilage cells which are very small in structure and are often flat at their surfaces and by body shapes, they contain relatively small surfactant projectors called filopodia, they are stem cells that can differentiate into a major organ that secrete matrix fluids and chondrocytes. Since they are stem cells they show good response towards differentiation of cells which nurtures proper growth. More terminologically it's pretty much obvious that they're surrounding the perichondrium (connective tissue) including some mature MSCs or Mesenchymal stem cells, therefore a stem cell.

Chondrocytes are little larger when compared to Chondroblasts and they increase in their total size after maturing stage by stage (or simply said "aging"), they are more mature than chondrocytes and are more circular in shape still they've some surfactant projections , which are not pretty large in numbers. When comparing them via metabolically active functioning Chondrocytes are a better choice. Articulated cartilage surrounding the enriched matrix structure (extracellular) are where the Chondrocytes are getting evenly filled out and distributed in small groups or in large groups or more specifically in colonies residing in matrix where lacunae (Singlular: Lacuna) are found.
