Androgens secreted by Lydig cells in between semniferous tubules. Sertoli cells helps in sperm production.

180 - (2)

Actual reason is that the child may have intersex condtions caused by cells not responding to Androgen. Thus the genital devolopment may get hampered. answer can be hypo secretion of testosterone indirectly.
