THIS FACT IS DUE TO THE FOLLOWING THREE REASONS:

[1] WHILE TRANSCRIPTING THE TWO STRANDS OF DNA IT FORMS, TWO STRANDS OF RNA WHICH ARE COMPLEMENTARY TO EACH OTHER,AND DUE TO COMPLEMENTARITY THEY JOIN TO FORM A DOUBLE STRANDED RNA MOLECULE WHICH IS AN UNNECESSARY ELEMENT FOR THE CELL.

[2] IF THE TWO STRANDS ARE TRANSCRIPTED THEY FORMS A DOUBLE STRANDED RNA WHICH DO NOT RESULT IN THE FORMATION OF THE REQUIRED ENZYME OR PROTEIN.AND THERE WOULD BE NO REASON FOR CONDUCTING THE TRANSCRIPTION AS THIS MOLECULE WILL NOT UNDERGO TRANSLATION AS IT IS DOUBLE STRANDED.  

[3] TRANSCRIPTION IS A HIGHLY ENERGY REQUIRING PROCESS. THE CELL CANNOT AFFORD THE ENERGY LOSS FOR THE TRANSCRIPTION OF THE TWO STRANDS OF THE DNA.
