Both wind and water pollinated flowers are not very useful and do not produce nectar. What would be the reason for this.?

They do not produce nectar because they do not need the help of insects to pollinate since nectar is produced only to attract the insects to help them pollinate their flowers. In case of insect pollinated flowers the flowers are very attractive and produce a lot of nectar to attract insects on the other hand wind and water pollinated flowers do not require these things so they dont look so beautiful and attractive and hence end up being useless to us since we require only attractive as well as nectar producing flowers in all aspects like flower bouquets, medicine, etc.
