Why can't a man living in the USA be buried in Canada?

The fact that someone was living elsewhere does not preclude them from being buried in Canada.

Regardless of the citizenship or residency status of the deceased, the following would be required for the jurisdictions in which the deceased a) died, b) will pass through during transport to their final resting place, and c) the province or territory where they will be buried:

funeral home paperwork, death certificate, etc. at the place of death

some jurisdictions require embalming

transport permits

funeral home paperwork at the destination.

Each state / province / territory has their own laws and regulations about these things. A competent funeral home should be able to take care of whatever regulatory details are required.
