The backlogs for the next iteration are picked up by following ways

1. Continuation of the previous iteration

2. Bug fixes in previous iterations

3. Urgent design changes or requirement changes

4. External new requirements of higher priority

Based on this, the team decides how many requirements they can burn (based on previous iteration and history) for the next iteration.

Once the new iteration starts, they requirement will not change.
