In agriculture, a bumper crop is a crop that has yielded an unusually productive harvest. A bumper crop is not always a boon.
Explanation:
- Indian farmers are presently faced with a "problem of plenty". A bumper crop has resulted in procurement prices plummeting, thereby pushing them deeper into the depths of panic .
- Bumper crops don't necessarily get farmers decent profits, and sometimes consumers don't benefit from it. The presence of middlemen and traders means that they pay a "higher price" for the produce in general.
- Million tonnes and vegetables could be produced each year, however, it is doubtful that either farmers or consumers will gain. Only intermediaries are able to benefit as the Agriculture Committee's laws prohibit farmers from "directly selling their goods" on local markets. You will only sell by contract brokers.
- The lack of proper decentralized storage, cold storage & food processing at the "village gate level" has led to wastage of food specifically for perishable produce such as vegetables & fruits.
- The whole system of marketing agricultural produce has not failed to keep up with the change in agriculture. Today, farmers invest in fertilizers, modern technologies, machinery, different seed varieties, etc. In general, only 2 crops of rice and wheat have public procurement. Other states therefore receive no MSP benefits.
- The system for post-harvest must be properly established. There must be a clear policy structure to ensure that the activities of both the central and state Governments are properly organized, because agriculture is a state affair. Export import policies have to be in place.
- Vegetables are perishable and growing them entails a fair degree of risk. But recent trends show more farmers growing vegetables, setting off a vicious cycle of glut followed by falling prices
