Micro level human resource planning deals with the development and implementation of the steps required by an organization to realize its strategic objectives. It ensures that the various departments in a business has the right number of employees with the right abilities and skills.

Macro human resources are the ones that come from without.

They are not controlled by human beings but the external environment.
