EXPLANATION:

An unemployed youth, the narrator came to Delhi in search of a job. He could not get a job and was standing on the pavement where he met a shoe polish boy. The narrator asked the details of the shoeshine job and tried to convince him that he could also do the same job on the pavement.

The boy at first hesitated as the youth seems educated but later told that he would convince the others on getting him a job. He also said that there was a shoeshine union and he has to convince them because if a new person comes to the same profession, the other income may get affected.
