but someone say the circumference of a semicircle is pie r plus diameter is it right

the right one is πr

let's see how
area of circle = 2πr
and if we talk about semicircle it's half that of circle so formula will be 1/2×2πr
=πr

Yes, the circumference of semicircle is r(π+2). But if the semicircle is open when a part of a bigger figure (example - when a figure is formed by a rectangle and 2 semicircles at two opposite sides), we have to take its circumference as πr.
