Surat, 28 December 1907: The leaders of the Indian National Congress (INC) in the meeting held at
Surat. Lala Lajpat Rai, Bipin. Chandra Pal, and Bal Gangadhar Tilak said that the methods used by S.N.
Banerjee, Dadabhai Naoroji, and Gopal Krishna
Gokhale to fight against the British are not storng
enough. Banerjee. Naoroji, and others believe that by requesting the British they would get freedom for
the country
Tilak felt that Indians should have the freedom to make their own laws and have their own government.
He felt that people should continue to boycott British goods and shout slognas like "Swaraj is my
birth-right. And I shall have it!" Banerjee. Gokhale, and others do not agree with Tilak. They believe
that if Indians used these methods, the British would make stricter laws against the Indians. It was
during this meeting that the INC was divided into two groups-the Moderates, who use "softer" methods
and the Exrtremists who use "tougher" methods for fighting agains the British. However, both these
groups agreed to work within the INC but used their own methods.

The Indian National Congress(INC) which was established in 1885 by A.O Hume was divided into two groups(in the year 1907) mainly by extremists and moderates at the Surat Session of the Congress.The period 1885-1905 was known as the period of the moderates as moderates dominated the Indian National Congress. These Moderates used petition, prayers, meetings, leaflets and pamphlets memorandum and delegations to present their demands in front of the British government. Moderates were not able to achieve notable goals other than the expansion of the legislative council by the Indian Council Act of 1892. This created dissatisfaction among the people. In 1907 the INC meeting was to be held in Nagpur and the extremists wanted Lala Lajpat Rai or Bal Gangadhar Tilak as president.
