It is gonna be 5% as if u divide 15 by 3 you will get 5. And if u r thinking why to divide is because the ratio of sarees is the reason.

SP of 15 = Rs 15
SP of 3 = Rs 3
Loss = Rs 3
CP = SP - Loss
=Rs (15-3)
=Rs 12
Loss %=Loss /CP×100%
=3/12×100%
=25 %
