Chlorobenzene undergoes resonance,due to lone pair on chlorine atom.

Phenyl cation is formed which is highly stable.

So,it can't undergo nucleophilic substitution reaction.

Treatment with aqueous KOH reaction is an example of SN2 reaction.

Hence,no product is formed in this reaction.
