initial velocity = distance/ time
So, initial velocity at 4 sec = 40/4
= 10
similarly , initial velocity at 7 sec = 70/7
= 10

at 4 the velocity will be 0 as the position is not changing
at 7 the velocity is constant slope therefore the velocity will be -20 distance/time
at 7 the velocity is constant slope therefore the velocity will be -20 distance/time
