it is = 1×[(no. Of pi bonds b/w resonating atoms of resonating structures)/(no of sigma bonds b/w resonating atoms of resonating structures)]....for example: in benzene, hydrogen atoms do not participate in resonance so bond order = 1+(3/6) =1.5; in carbonate ion, it is 1+ 1/3=1.33 hope this helps....
