given mass of solute = 23g
no. of moles = 23g/Molar mass of NaCL
Molality =No. of moles of solute×1000/ Mass of solvent in kg

Answer: Mass of  (Solute) = 23gm

Mass of water (solvent) = 250 gm

Mass of solution = 23+250 = 273gm

Concentration = (Mass of Solute / Mass of Solution) * 100

Concentration = (23/273)*100 = 8.42%  

Concentration of solution is 8.42%.
