Surface tension of water = T = 0.075 N/m

For a circular plate the force required is F = 2 π R  * T
   as the interface between the water, plate and air is a circle of radius R.

F = 2 * π * 0.01 * 0.075  Newtons
   = 0.00471 Newtons 
   = 471 dynes
