9.8%w/w means 9.8gr in 100gr of solution

the mass of solvent is 100-9.8=90.2 gr

molality=mass of solute/molar mass of solute*1000/mass of solvent

=9.8/98*1000/90.2

=1.108molality (m)

hope so helpful.
