As osmotic pressure = i ∗ C ∗ R ∗T  

where I means van't - Hoff factor and it breaks even with 1 for non-electrolyte substance.  

in this way, I = 1  

C means grouping of substance.  

given, 3% urea arrangement.  

3% urea arrangement implies 3g urea is available in 100ml of arrangement.  

along these lines, number of mole of urea = 3g/60g = 1/20 [ mol wt of urea = 60 g/mol ]  

along these lines, molarity = number of mole × 1000/volume of arrangement  

= (1/20) × 1000/100 = 1/2 = 0.5
