No,this cannot happen. It is so because a car cannot be slowed down while it is moving at same speed along with direction.

HEYA!!!!

YOUR ANSWER : No, a body can never have its velocity constant, while its speed varies.
___________________________
⭐EXPLANATION:

Instead, it can have its speed constant and it's velocity varying as in a uniform circular motion.
_________________
The velocity of a body can be changed by:
1. Changing it's speed
2. Changing it's direction
And in a uniform circular motion, the direction isn't the same always, instead it keeps changing. While the speed can remain constant.

So in this way, the velocity can vary and the speed can be constant. But the vice versa, isn't possible.
