A body can have a constant speed buta changing velocity because the direction can change while the speedis constant. ... However, a body cannot have a constant velocity with a changing speed. A car can not be slowing down yet still be going the same speed and direction.

So, your answer is " Yes " .

Basically , velocity is a vector quantity which has both magnitude and direction.

And, speed is a Scalar quantity which has only magnitude.

So, when a particle moves on circular path with constant speed i.e. with constant magnitude ...it's direction is always changing.

So here we can see..body have constant speed but variable velocity.
