Yes , a body can have a constant speed but variable velocity because , velocity is a vector quantity and it changes with direction.
For eg When you move in a straight path then the velocity is equal to the speed but when you move in circular path then , the speed is same but the velocity constantly changes because of the continuous change in direction .
# Magnitude of "Velocity" is always = < ( ie less than equal to) Magnitude of "Speed".
