Yes , A body can be at rest as well at motion at the same time. This is because , the state of rest/motion is relative and simply depends on the reference we choose.

Let's take a classic example :

A train is passing through a platform. Some people are sitting inside a train and some people are standing on the platform.

For the people inside the train , the train is at rest, whereas for the people standing on the platform, the train is in motion.

So as per the reference we choose , the state of restand motion can be defined. In our case , when reference wasthe passengers inside tge train, the train appeared at rest , but when the reference was the people on station, the train appeared at motion.
