Computers cannot make decisions on its own is partially true. To understand why lets try to understand how humans make decision.
Decision making process of human brain is an evolutionary process which gets better as you grow. Reason behind it is the exposure to the real world. More you learn about the world better becomes your decision making. Only setback is the time one takes to learn about his surroundings. For e.g. a two year old baby cannot take a decision regarding its future but an 18 year old adult can.
Similarly computers are like that two year old baby with very very fast than a baby in doing computations. So if you programme it with conditions and do’s and dont’s to make decision it can easily make decisions. Generally quite faster in coming to a decision as compared to humans. But this form of decision is very limited since you cannot hard code every condition in the universe to make a decision.

computer is constructed by human beings and is instructed to do work according to them therefore a computer cannot make decisions on it
