Can a computer run without an operating system if it has a good application?

No, none of the computer will run untill it is having operating system because the computer will not run untill there is no operating system operated on the computer. The application runs on computer when it is having operating system. The computer could not run if you have any good application because all the applications of computer runs only with the support of operating system. So, no computer will run untill there is no operating system.
