can a d-t graph be perpendicular to time axis? why?

No, it can't be possible, because, if the time passes there must be some movement, otherwise, the graph will be only a point.

No distance vs time graph can't be perpendicular to time axis.

For distance vs time graph be perpendicular to time axis the body should cover distance without change in time. But the time changes by every second and it can not be stopped. Therefore we can not have distance vs time graph perpendicular to time axis.
