Yes water molecules being free to move in any direction exert pressure in all directions so they exert pressure upward also.
Now u may question why water doesn't move upward from a container into air. It is because of force of gravity. If it is heated it gains sufficient Kinetic energy to move upward against force of gravity and thus water evaporates.
