no because there should always one electron in the k shell then only the rest can be filled

According to which, in the atom, the orbiting electrons  are in definite and discrete energy levels called Shells . These shells are named by letters K,L,M,N,.. in the increasing order of energy. Each shells subshells based on the angular momentum they pos- sess viz.
I think they can't jump they are in proper manner ..
