Means charge follow Q = ne , algebraic expression.
Where Q is the charge on object .
n is the number of electron present on that object.
and e is charge on electron.
Charge on electron , e = 1.6 × 10⁻¹⁹C
charge on object , Q = 2.8 × 10⁻¹⁸C
Now, n = Q/e = 2.8 × 10⁻¹⁸/1.6 × 10⁻¹⁹ = 17.5
Here , we get number of electron present on object = 17.5 . It is fractional . But we know electron is not divisible . So, fractional number of electrons are not possible. hence, an object can't have a charge of 2.8 × 10⁻¹⁸C .
